Framework Agreement
The Contract Notice for a framework agreement for research and evaluation consultancy services was published in the Supplement to the Official Journal of the European Union on Wednesday 21 March. The contracts to be awarded under the framework agreement will be for:
Following the evaluation of pre-qualification questionnaires, Invitations to Tender were issued to 83 potential service providers on 30th July 2007, with some 230 tenders expected across the ten service categories (see below).
The deadline for tenders is Monday 10th September, and the aim is to evaluate them by 19th October. The Tender Evaluation Committee will meet on 23rd October. Tenderers will be notified of which providers we intend to include in the framework agreement by 29th October, and the agreements with the successful providers signed on 13th November.

- Very large scale survey work (2,000 interviews weekly).
- Computer-aided telephone interviewing (CATI).

This will include surveys of, and interviews with, learners as a key client group.

- Identification of good practice from existing programmes.
- Identification of good practice from pilot programmes.
- Identification of good practice in managing and organizing learning & skills operations.
- Comparisons of good practice from the programmes of other agencies and other countries.

Public Policy Thinking |
The provision of ‘Think Tank’ services by organisations capable of offering a new perspective on existing areas and with the ability to link thinking to wider political and social agendas.
Facilitation of public policy seminar discussion.

Research into the economic and social impact of learning on various groups and communities.

Specialist research into all areas of equality and diversity to inform policy or programme design, including:

Operational Evaluation |
Reviews of individual Council programmes to evaluate, for example:
- The design, planning and implementation of the programme.
- The impact of the programme on the Target Group[1].
- Whether it provides value for money.
- How well it meets the Council’s policy and priorities.

Strategic Evaluation |
Reviews aimed at providing a more strategic view of the Council’s performance, covering for example:
- Reviewing the appropriateness of the Council’s programmes, policies and priorities in providing the services required by Government, Target Groups and other Stakeholders.
- Reviewing the efficiency and effectiveness of Council’s processes in designing, planning and implementing programmes, policies and priorities.
- Evaluation of all or a number of programmes aimed at a particular Target Group (e.g. Adult Learners).

Target Group is used as a generic term to cover learners, employers, providers, brokers and other stakeholders.
When the framework agreement has been established, no further work will be let under the four existing national LSC research call-off contracts (skills research, value-added, equality & diversity research and quality improvement research & good practice).
