The aim of this study was to examine the feasibility of using accreditation of prior learning ('APL' - used throughout the report as a mnemonic for formal recognition of prior learning and achievement) as a means of supporting progress towards achievement at Levels 1, 2 and 3.

The current education reform agenda, in particular the reform of qualifications and the development and implementation of a credit and qualifications framework for England, Wales and Northern Ireland, provided the context for this study.1 The study also intended to examine whether APL could be used to further the objective of finding a reliable measure of adult 'distance travelled' (DT) for New Measures of Success in England.
